We had already been sounded semi-

officially about this proposal to shift the

financial year from the calendar year to the

April-March year see (1) and (2) on this file.

It is clear that the change would be more

convenient than the present arrangement, from

the point of view of both leave and climate.

The change-over would entail a transitional

arrangement of either a fifteen month year for January, 1940 to March, 1941, or an interim three months budget for January to March, 1940.

For the reasons given in para.7, the Governor

favours the former, although recognising that
